PLANNING AND MANAGEMENT STRATEGIES: BUDGETARY CHALLENGES AND CUTS AT UFRJ

Abstract

This article analyzes the budgetary challenges and cuts at the Federal University of Rio de Janeiro (UFRJ), contextualizing the funding crisis that affects Brazilian public higher education in recent years. The study emphasizes public management and planning strategies as indispensable instruments for institutional sustainability and resilience. The general objective is to evaluate how these cuts impact academic quality and possible solutions, identifying paths for governance and financial restructuring. The methodology consists of collecting secondary data from official websites and conducting a comparative historical series analysis between 2019 and 2023. The results indicate a decline in investment per student and research capacity, as well as a strong and worrying inversion in budget allocation, which began to overburden administrative costs, leading to the need for budgetary reorganization. The discussion relates these findings to public management models such as New Public Management and New Public Service, in addition to international cases. It is concluded that UFRJ must adopt practices of efficiency, transparency, business intelligence, and revenue stream diversification to mitigate financial impacts without renouncing its social role and academic excellence.
